About David B. Horner

David B. Horner focuses on public-private partnerships involving the acquisition, financing, maintenance and development of infrastructure in the United States. He serves as the global head of Hunton Andrews Kurth’s Public-Private Partnership and Infrastructure practice. Prior to returning to private practice in 2009, David served as the Chief Counsel of the Federal Transit Administration and Deputy Assistant Secretary for Policy at the US Department of Transportation. In July 2025, David was appointed by US Secretary of Transportation Sean P. Duffy to serve on the US Department of Transportation Advisory Board.
