Dr Totis Kotsonis
is a competition lawyer recognised for his expertise in public procurement, state aid and regulatory law, including aviation, rail and energy regulation. He is a partner at international law firm Eversheds Sutherland, where he leads the firm’s procurement and state aid practice. He advises on both compliance and contentious matters, including in relation to litigation in national courts and the Court of Justice of the EU. Totis has given advice in the context of major transport, construction and renewable energy projects across the EU, including the largest wind energy project in the UK; the construction and operation of the first renewable energy project in Cyprus; the privatisation of regional Greek airports; and the construction of a nuclear power station in Bulgaria. Totis writes and speaks regularly on public procurement, competition and EU law matters. Since June 2016 he has also been a regular commentator on Brexit and its implication on procurement, competition and regulatory law compliance. Totis is a member of the European Commission stakeholder expert group on public procurement. The group is tasked with assisting the European Commission in shaping the public procurement policy of the EU.
