Emma Murphy
is an attorney at Phillips Lytle and a member of its administrative law practice team. Emma works in a variety of litigation areas, including commercial litigation, government operations, labor and employment and education law. She also represents clients in connection with election law disputes, special proceedings under Article 78 of the New York Civil Practice Law and Rules to review the decisions of state agencies and challenges to the constitutionality of state statutes and municipal ordinances.
