About Felix Siebler

Felix Siebler is a partner at GvW Graf von Westphalen and co-lead of the firm’s defence and security focus area. As a certified specialist for public procurement law, Dr Siebler advises public authorities and private-sector clients on complex defence, infrastructure and digitalisation projects, with a focus on public procurement, state aid and public commercial as well as pricing law. His practice includes the structuring and implementation of procurement procedures, co-operation structures (eg, PPP, Managed Service Frameworks) and financing issues. He has extensive experience in strategic co-operation models in the defence sector and the structuring of public contracts, and regularly represents clients in procurement review proceedings before German courts and the ECJ.
