About Caroline Ackermann

Caroline Ackermann is a partner at Luther Rechtsanwaltsgesellschaft mbH and a rising star in public procurement and IT projects. She is a key member of Luther’s public procurement practice and is increasingly recognised for her operational leadership in complex procurement mandates. A former head of a municipal procurement unit, she brings first-hand public-sector governance experience to strategic advisory work. She advises on: complex infrastructure and IT procurement procedures; security-sensitive and KRITIS-related projects; EU-wide competitive dialogue and negotiated procedures; procurement litigation and bid protest defence; and contract drafting and implementation oversight. Caroline ensures that procurement structures are not only legally robust but also practically implementable within public-sector decision-making frameworks.
