About Frank Kung

Frank Kung is managing partner of Liang & Partners and has over 30 years of experience in construction law and dispute resolution. He currently serves as the chair of the Public Construction Committee of the Taiwan Bar Association and is among the few attorneys appointed to the PCC mediator panel. Frank has led numerous high-profile cases, including the Taoyuan airport MRT project, worth USD100 million, and the Taiwan high-speed Rail project, worth USD16.7 billion, among others. His expertise spans energy facilities, public transportation and large-scale public infrastructure, where he regularly represents notable domestic and international EPC contractors, as well as government agencies.
