Ilona Pilkama-Paajanen has 25 years of experience and possesses extensive knowledge about both public procurement and competition law, particularly within the healthcare and wellbeing industry. As the group competition and public procurement lead, Ilona advises candidates, bidders and contracting entities on compliance and contentious matters across all aspects of the different Public Procurement Acts. Recently, she has focused on contract modifications, collaboration in the tendering process, framework agreements, dynamic purchasing systems, in-house exceptions and sustainable public procurement. Ilona has a proven track record of representing clients in public procurement cases at the Market Court and Supreme Administrative Court.
