is co-managing partner of Raphaël & Associés. She has more than 23 years of experience in law in France and Lebanon. She has handled major privatisation and public bidding/licensing transactions including for construction projects, mobile operations and in the cement sector. She also advises private companies and non-governmental organisations in the energy sector. She has handled the sale and/or acquisition of several telecom operations in various countries of the Middle East, Africa and other countries where Raphaël & Associés handled all legal aspects of the entire legal operations and set-up. For several years, Hala Raphaël led the firm’s operations in Paris before becoming the co-managing partner. She also acts as a member of the committee for drafting the law on secured lending in an attempt to increase the private sector’s access to credit.
