About Richard Guiltinan

Richard Guiltinan is an experienced civil litigator who works in VHH’s white-collar and investigations practice. Before joining Vartabedian Hester & Haynes, he worked as an Assistant United States attorney in the Northern District of Texas, where he handled False Claims Act investigations and served as the civil healthcare fraud co-ordinator. He also defended the United States in federal tort cases and administrative challenges. Richard’s practice covers a broad range of healthcare matters, ranging from the anti-kickback statute and the Stark Law to Medicare payment disputes. His expertise with the “reverse FCA” provisions of the False Claims Act applies to investigations involving tariffs and trade obligations as well as federal programme overpayments.
