About Maarika Joutsimo

Maarika Joutsimo is a senior adviser at HPP who specialises in EU, competition and public procurement law. Maarika’s special expertise includes antitrust proceedings before competition authorities and courts. She has represented clients in several Finnish cartel investigations before the national administrative and judicial authorities. She has also acted for two years as a judge in the Finnish Market Court, adjudicating in public procurement and antitrust cases. Maarika advises clients on other EU and competition law issues, including co-operation arrangements, merger control and state aid. She also advises clients on public procurement matters and acts as a counsel in the Market Court and the Supreme Administrative Court.
