José Luís Moreira da Silva
is a partner with more than 30 years’ experience and is regarded as one of the few all-round public law lawyers, benefiting from his experience in PPP and PFI (from a banking background at CGD), government (as a Member of Parliament) and lecturer at the Lisbon University. His practice stands out in terms of the infrastructure and transport sectors, and the PPP, PFI and concessions experience in Portugal, regarding high-profile administrative litigation, public procurement and privatisation matters. During the past year, José Luís has regularly appeared on television news channels regarding PPP, PFI and privatisation issues. His international recognition as a leading lawyer in his practice led him to be appointed president of the administrative law commission of the Unión Internationale des Avocats and he is a member of the panel of arbitrators at the Portuguese Commercial Arbitration Centre.
