About Hélène Cloëz

Hélène Cloëz is a member of the Royal Institution of Chartered Surveyors (RICS) and a partner at LPA Law. With recognised expertise in urban planning and development, she advises private operators ‒ including developers, promoters, and investors ‒ as well as public authorities on major development projects, handling all aspects of planning authorisations, such as building permits, prior declarations, ERP regulations, local planning rules, and commercial planning, alongside related monitoring and litigation. She also provides guidance on land law matters, including subdivisions, expropriations, pre-emptions, and public domain issues, and advises on planning taxation. Known for her involvement in several flagship skyscraper projects in the Paris region, she is a former RICS board member and lectures at École Supérieure des Sciences Économiques et Commerciales (ESSEC) on urban and real estate management.
