Dennis W. Elsenbeck is head of energy and sustainability for Phillips Lytle LLP’s energy consulting services. He consults on energy opportunities encompassing a forward view of generation, distribution and demand options. He assists clients with due diligence, translation and regulatory compliance on energy transactions, Public Service Commission (PSC) proceedings and utility negotiations within all market sectors; strategic energy planning for clean energy application for commerce, industry, developers and municipalities; climate change impact preparation related to carbon penalty and incentive trends; and market-focused distributed energy resource solutions. Dennis was a member of the NYS Climate Action Council, which developed the Scoping Document for the Climate Leadership and Community Protection Act (CLCPA).
