Dr Stefan Horn
is a senior associate and member of the Competition, EU and Trade Practice Area. He advises on all questions of German and European cartel law, in particular cartel damage claims, merger control (he advised regarding filings of renewable energy firms to national competition authorities), regulation of abusive practices (ie, regarding excessive prices charged by grid operators to industrial companies) and contractual restrictions on competition. Stefan's practice focuses on regulatory and energy competition law. He has particular knowledge regarding network charges according to EnWG, StromNEV und ARegV, including abuse proceedings before the Federal Network Agency, appeal proceedings before the Düsseldorf Higher Regional Court and civil proceedings.
