Keith F Miller
leads the regulatory practice in Calgary and is a member of the energy – oil & gas and energy – power groups. He has extensive experience involving the power industry in Alberta, particularly in respect of the structure and operation of the competitive power market, and the transition to a capacity market; the 30% by 2030 renewable electricity target and initiatives; the Independent System Operator’s legislative obligations regarding transmission system planning and development, and the provision of transmission service; the regulation of the ISO’s transmission tariff; the regulatory process to obtain power plant and transmission development approvals; and Market Surveillance Administrator investigations and enforcement actions. Keith routinely represents the ISO in proceedings before the Alberta Utilities Commission. He has represented clients in regulatory-related matters before the Alberta Court of Queen’s Bench, the Alberta Court of Appeal, the British Columbia Court of Appeal and the Federal Court of Appeal.
