Carlos has extensive experience in major projects involving oil and gas, and electricity, as well as real estate and infrastructure projects. He has provided legal advice and assistance to several companies in connection with public tenders and public contracting, including with the National Hydrocarbons Commission (CNH) regarding the international public tenders for exploration and extraction of hydrocarbons in shallow and deep waters, and the management of E&P agreements (including rights assignment procedures).
