About Cătălin Graure

Cătălin Graure is a counsel in Kinstellar’s Bucharest office and the firm-wide head of the foreign direct investment (FDI) screening service line. He advises on competition matters including cartel investigations, sector inquiries, dawn raids, internal compliance programmes, and merger control analysis and filings. Cătălin is also an experienced FDI screening specialist, having led deal assessments and filings under Romania’s new FDI screening regime. In addition, he supports clients on energy-related mandates covering electricity generation, distribution and supply, natural gas trading and supply, and oil and gas upstream matters, including targeted investigations conducted by the Romanian Energy Regulatory Authority. His experience spans other sectors such as life sciences and healthcare, and financial services. He is a member of the Bucharest Bar Association.
